Doesn't that mean half the population is at or under 85? According to this Mental retardation is defined as IQ score below 70-75.
I know you can make an 'average' lots of different ways, but even in the most statictally skewed 'average' wouldn't this mean that something close to a fourth of the population is mentally retarded?

Although, according to how IQ tests are rated (MR, Normal, Genius, etc.) with the exception of the bottom 5 and top 3 states, all of the states fall in to the "normal" IQ range (90-110). And thats just by one source. I've seen other ranges that put it between 85 and 115, which would mean that all of the states operate at relatively the same level. Granted, your little chart is interesting, but I don't think its much more than just that.
