The BHC/BJC thing is complicated. BHC leases its management to BJC - the hospital itself is owned by Boone County. An elected board of trustees makes decisions like "who manages the hospital?" BJC pays money to BHC, and BHC pays money to BJC. It's all weird lawyer voodoo I don't really understand, but I think that's the point.

The SoM proposal was a management proposal, similar to BJC's. The 10,000ft overview was that it was slightly cheaper, but the transition from BJC -> SoM would have been a nightmare.

BHC ended up going with BJC again by a 3 to 2 vote.
